Amount of Fees
(a)
The board shall establish reasonable fees for all matters under this chapter providing for fees. If the department’s rules provide an option to file a document electronically, the department may charge a discounted fee for the electronic filing.(b)

All fees established by this chapter or the rules are deemed to be earned and not subject to refund after receipt by the department.(d)
Notwithstanding Subsection (c), the director may, in limited and appropriate circumstances and in accordance with rules adopted by the board, approve the refund of fees.(e)
If the governor by executive order or proclamation declares a state of disaster under Chapter 418 (Emergency Management), Government Code, the director, in accordance with rules adopted by the board, may waive the imposition of any fee under this chapter in the affected area.
