Venue


(a)

Venue for a civil action arising out of the imposition of an administrative penalty is in the county in which the defendant resides or in the county in which the violation occurred.

(b)

Venue for the civil action may be changed only after a good faith effort has been made to address the violation in the county in which venue is proper.
