Tex. Ins. Code Section 542.011
Time Limit to Appeal

An insurer affected by a ruling or order of the department under this subchapter may appeal the ruling or order, in accordance with Subchapter D (Action Subject to Judicial Review), Chapter 36 (Department Rules and Procedures), by filing a petition for judicial review not later than the 20th day after the date of the ruling or order.
