Tex. Human Resources Code Section 112.016
Officers


(a)

The governor shall designate a member of the council to be the presiding officer.

(b)

The presiding officer serves in that capacity at the will of the governor.

(c)

A representative of a state agency may not serve as chair or vice-chair.

(d)

The council shall meet quarterly in regular session and on call by the chair when necessary for the transaction of council business.
