A person may not be considered for participation as a recipient of tetrahydrocannabinols and their derivatives through a research program unless the person is recommended to a person in charge of an approved research program and the review board by a physician who is licensed by the Texas Medical Board and is attending the person.
A physician may not recommend a person for the research program unless the person:
has glaucoma or cancer;
is not responding to conventional treatment for glaucoma or cancer or is experiencing severe side effects from treatment; and
