Tex. Ins. Code Section 2207.053
Selection of Temporary Board

At the time a written agreement is executed under Section 2207.051 (Creation of County Excess Liability Pool), the county judges of each county executing the agreement to create the pool shall select nine individuals to:

(1)

serve as a temporary board; and

(2)

draft the plan of operation for the pool.
