Tex. Health & Safety Code Section 461A.151
Client Service Contract Standards


(a)

In each contract for the purchase of chemical dependency program-related client services, the department shall include:

(1)

clearly defined contract goals, outputs, and measurable outcomes that relate directly to program objectives;

(2)

clearly defined sanctions or penalties for failure to comply with or perform contract terms or conditions; and

(3)

clearly specified accounting, reporting, and auditing requirements applicable to money received under the contract.

(b)

Contract goals must include a standard developed by the department that is based on a percentage of program clients who maintain long-term recovery for an extended period as defined by the department.
