Tex. Agric. Code Section 78.032
Initial Board of Directors


(a)

The commissioners court that ordered creation of the district shall appoint five eligible persons to serve as the first board of directors of the district.

(b)

If the district is composed of land in more than one county, the commissioners court shall appoint one director from each county within the district and fill any remaining vacancy by appointing a director from the district at large.

(c)

Three of the directors of the first board shall serve from the date of their appointment until the first annual meeting of eligible voters, as authorized by Section 78.033 (Annual Meeting) of this code, and the remaining two directors shall serve from the date of their appointment until the second annual meeting of eligible voters. The directors shall determine by lot which three directors shall serve until the first annual meeting and which two directors of the board shall serve until the second annual meeting.
