Tex. Transp. Code Section 365.012
Toll Road District Powers

In exercising its authority under Section 365.011 (Authority to Provide Toll Road), a district has the powers of a county owning or operating a toll project under Chapter 284 (Causeways, Bridges, Tunnels, Turnpikes, Ferries, and Highways in Certain Counties) regardless of whether the district is in a county to which that chapter applies.
