Tex. Transp. Code Section 203.091
Definition


In this subchapter, “utility” includes a publicly, privately, or cooperatively owned utility that provides telephone, telegraph, communications, electric, gas, heating, water, railroad, storm sewer, sanitary sewer, or pipeline service.
