Tex. Spec. Dist. Local Laws Code Section 8246.103
Contracts and Warrants

The district may enter into contracts and issue warrants payable from current funds under the applicable provisions of Chapter 252 (Purchasing and Contracting Authority of Municipalities), Local Government Code, that relate to a municipality with a population of less than 5,000, to the extent those provisions are not in conflict with this chapter.
