Tex. Spec. Dist. Local Laws Code Section 8239.054
Consent of Municipality Required

The initial directors may not hold an election under Section 8239.003 (Confirmation Election Required) until:

(1)

all of the territory of the district is included in the corporate limits of the City of Gunter; and

(2)

the City of Gunter has adopted a resolution consenting to the creation of the district.
