Tex. Spec. Dist. Local Laws Code Section 7958.0308
Supermajority Vote Required for Certain Actions

At least four board members must vote in favor of a resolution before the board may:

(1)

increase rates or assessments by more than five percent;

(2)

incur debt or increase the amount of debt that the district has outstanding; or

(3)

order a dissolution election under Section 7958.0601 (Dissolution Election Called by Board).
