Tex. Spec. Dist. Local Laws Code Section 6602.101
General Powers and Duties

The district has the rights, powers, privileges, and duties of a drainage district created under Section 59, Article XVI, Texas Constitution, including the right to:

(1)

impose taxes; and

(2)

issue bonds.
