Tex. Spec. Dist. Local Laws Code Section 6602.003
Legislative Findings

The legislature finds that:

(1)

providing the district with the powers authorized by Section 59, Article XVI, Texas Constitution, benefits the citizens and property in the district;

(2)

all property in the district benefits;

(3)

all property the district benefits is included in the district; and

(4)

the district is essential to accomplish the purposes of Section 59, Article XVI, Texas Constitution.
