Tex. Spec. Dist. Local Laws Code Section 3805.155
Property of Certain Utilities Exempt from Assessment and Impact Fees

The district may not impose an impact fee or assessment on the property, including equipment or facilities, of:

(1)

an electric utility as defined by Section 31.002 (Definitions), Utilities Code;

(2)

a gas utility as defined by Section 101.003 (Definitions) or 121.001 (Definition of Gas Utility), Utilities Code;

(3)

a telecommunications provider as defined by Section 51.002 (Definitions), Utilities Code; or

(4)

a cable operator as defined by 47 U.S.C. Section 522, as amended.
