Tex. Occ. Code Section 454.303
Issuance of License After Denial; Reissuance of License

On application by the person, the board may issue a license to a person whose license has been denied or reissue a license to a person who has been disciplined by the board. The application:

(1)

may not be made before the 180th day after the date the denial or discipline order became final; and

(2)

must be made in the manner and form the board requires.
