Tex. Nat. Resources Code Section 115.046
Venue

A criminal action maintained under this chapter must be brought in:

(1)

the county in which the oil or petroleum product involved in the criminal action is received or delivered; or

(2)

any county in or through which that oil or petroleum product is transported.
