Tex. Ins. Code Section 2053.010
Penalties


If a workers’ compensation insurance policy is issued and the commissioner subsequently disapproves the rate or filing on which the premium is based, the commissioner, after notice and the opportunity for a hearing, may:

(1)

impose sanctions under Chapter 82 (Sanctions);

(2)

issue a cease and desist order under Chapter 83 (Emergency Cease and Desist Orders);

(3)

impose administrative penalties under Chapter 84 (Administrative Penalties); or

(4)

take any combination of these actions.
