Tex. Human Resources Code Section 91.0301
Loans for Visual Aids

(a)

The department may establish a program to make loans to finance the purchase of technological aids for persons with visual disabilities. Interest on the loans may not exceed 10 percent a year.

(b)

The executive commissioner may promulgate rules to administer the loan program.
