Except as required by federal regulations for resolving complaints received from people who are receiving service from the department, under this chapter or Subchapter E, Chapter 117 (Department of Assistive and Rehabilitative Services), the department shall maintain a file in the manner prescribed by Section 117.072(a) on each written complaint filed with the department.(d)
