Tex. Human Resources Code Section 81.019
Symbols or Other Forms of Identification for Persons with Hearing Impairments


(a)

The department shall design and provide for the issuance of a symbol or other form of identification that may be attached to a motor vehicle regularly operated by a person who is deaf or hard of hearing.

(b)

A person who is deaf or hard of hearing may apply to the department for the symbol or other form of identification. The department may require acceptable medical proof that a person is deaf or hard of hearing and may collect a fee for each symbol or other form of identification to defray the costs of administering this section. The executive commissioner shall establish the fee.

(c)

The department may contract with a state or local agency for the distribution of the symbol or other form of identification.
