Tex. Human Resources Code Section 242.004
Employees


(a)

Within the limits specified by legislative appropriation, the department may employ and compensate personnel necessary to carry out the department’s duties.

(b)

Except as otherwise provided by this subchapter, an employee of the department is employed on an at-will basis.

(c)

The department shall establish procedures and practices governing:

(1)

employment-related grievances submitted by department employees; and

(2)

disciplinary actions within the department, including a procedure allowing a department employee to elect to participate in an independent dismissal mediation if the employee is recommended for dismissal.
