Tex. Educ. Code Section 34.001
Purchase of Motor Vehicles

(a)

A school district may purchase school motor vehicles through the comptroller or through competitive bidding under Subchapter B (Purchasing Contracts), Chapter 44 (Fiscal Management).

(b)

The comptroller may adopt rules as necessary to implement Subsection (a). Before adopting a rule under this subsection, the comptroller must conduct a public hearing regarding the proposed rule regardless of whether the requirements of Section 2001.029 (Public Comment)(b), Government Code, are met.
