Tex. Educ. Code Section 162.004
Compact Commissioner

(a)

The governor shall appoint a compact commissioner to be responsible for administration and management of this state’s participation in the compact.

(b)

If the compact commissioner is unable to attend a specific meeting of the Interstate Commission created under the compact, the governor shall delegate voting authority for that meeting to another individual from this state.

(c)

The compact commissioner serves at the will of the governor.
