Pilot Project: Reduced Tuition for Certain Courses
(a)
The Texas Higher Education Coordinating Board shall establish a pilot project to measure the impact of reducing tuition for junior college courses offered at times of low enrollment demand in order to promote greater access to higher education and more efficient use of junior college facilities and resources. The coordinating board shall select a reasonable number of public junior colleges to participate in the pilot project.(b)
The governing board of a public junior college selected to participate in the pilot project may charge tuition for a course or courses at a rate established by the governing board that is less than the rate otherwise required by Section 54.051 (Tuition Rates) or other law if the governing board finds that the reduced tuition rate is reasonably necessary to enable the junior college to make efficient use of its facilities or faculty. The finding must be stated in the order or resolution establishing the reduced tuition rate.(c)
Charging tuition at a reduced rate under this section does not affect the right of the public junior college to an allocation of state appropriations under this chapter and Chapter 130A (Public Junior College State Finance Program) for the contact hours attributable to students paying tuition at the reduced rate.(d)
