Establishment
(a)
The commission may establish a quarantine against all or the portion of a state, territory, or country in which a disease listed in rules adopted under Section 161.041 (Disease Control) exists.(b)
A quarantine established under Subsection (a) may extend to any affected area, including a county, district, pasture, lot, ranch, farm, field, range, thoroughfare, building, stable, or stockyard pen.(c)
The commission may establish a quarantine to prohibit or regulate the movement of:(1)
any article or animal that the commission designates to be a carrier of a disease listed in rules adopted under Section 161.041 (Disease Control) or a potential carrier of one of those diseases, if movement is not otherwise regulated or prohibited; and(2)
an animal into an affected area, including a county district, pasture, lot, ranch, farm, field, range, thoroughfare, building, stable, or stockyard pen.(d)
The commission by rule may delegate its authority to establish a quarantine under this section to the executive director, who shall promptly notify the members of the commission when a quarantine is established.
