Tex. Water Code Section 68.351
Dissolution of District for Failure to Impose an Assessment

A district is dissolved if the district has not imposed an assessment before the fifth anniversary of the date of the order creating the district under Section 68.107 (Order Creating District; Changes). The county that created the district assumes any district debts or assets.
