Scientific and Technical Services
(a)
In this section, “scientific and technical environmental services” means services, other than engineering services, of a scientific or technical nature the conduct of which requires technical training and professional judgment. The term includes modeling, risk assessment, site characterization and assessment, studies of the magnitude, source, and extent of contamination, contaminant fate and transport analysis, watershed assessment and analysis, total maximum daily load studies, scientific data analysis, and similar tasks, to the extent those tasks are not defined as the “practice of engineering” under Chapter 1001 (Texas Board of Professional Engineers and Land Surveyors), Occupations Code.(b)
Except as provided by Section 5.2292 (Contracts for Services Under Petroleum Storage Tank State-lead Program), the procurement of a contract for scientific and technical environmental services shall be conducted under the procedures for professional services selection provided in Subchapter A (Short Title), Chapter 2254 (Professional and Consulting Services), Government Code.
