Tex. Water Code Section 42.008
Powers and Duties

(a)

The commissioner is responsible for administering the provisions of the compact, and he has all the powers and duties prescribed by the compact.

(b)

The commissioner may meet and confer with the New Mexico commissioner at any place the commission considers proper.
