Tex. Water Code Section 35.014
Costs of Elections


(a)

The costs of an election to create a district at which a district is authorized to be created shall be paid by the district.

(b)

The costs of an election to add a priority groundwater management area to an existing district at which the voters approve adding the priority groundwater management area to the district shall be paid by the existing district.

(c)

The costs of an election to create a district or add a priority groundwater management area to an existing district at which the proposition fails shall be paid by the commission.
