Tex. Water Code Section 12.011
Permit Applications

The commission shall receive, administer, and act on all applications for permits and permit amendments:

(1)

to appropriate public water for beneficial use or storage; or

(2)

to construct works for the impoundment, storage, diversion, or transportation of public water.
