Tex. Water Code Section 10.004
Terms

(a)

Members of the council serve staggered terms of six years, with seven or eight members’ terms, as applicable, expiring August 31 of each odd-numbered year.

(b)

The board shall fill a vacancy on the council for the unexpired term by appointing a person who has the same qualifications as required under Section 10.003 (Creation and Membership) for the person who previously held the vacated position.
