Tex. Transp. Code Section 457.052
Board of Authority


(a)

The board of an authority consists of seven members. A member of the board serves without compensation but is entitled to reimbursement for expenses incurred in board service. The board shall elect one of its members as presiding officer. The members are appointed as follows:

(1)

two members by the county commissioners court;

(2)

four members by the governing body of the principal municipality; and

(3)

one member by the governing bodies of all municipalities that adopt the resolution described by Section 457.051 (Creation of Authority).

(b)

A member of the board serves at the pleasure of the appointing entity.

(c)

The board shall administer and operate the authority.

(d)

The board shall hold at least one regular meeting each month for the purpose of transacting business of the authority.

(e)

The presiding officer may call a special meeting of the board.

(f)

The principal municipality shall make its appointments to the board so that at least one of the appointees is designated to represent the interests of the transportation disadvantaged.
