Tex. Transp. Code Section 342.103
Issuance of License


(a)

The commissioners court shall approve an application for a license to operate a ferry for hire if the applicant:

(1)

shows that the applicant owns the land on which the ferry is to be established; and

(2)

satisfies the court that the public convenience will be promoted by operation of the ferry.

(b)

The commissioners court shall issue the license when the applicant:

(1)

executes a bond in accordance with Section 342.104 (Bond; License Fee); and

(2)

presents a receipt from the county treasurer for payment of the license fee imposed under Section 342.104 (Bond; License Fee).

(c)

A license issued under this section expires on the first anniversary of the date it is issued and may be renewed annually.
