Tex. Transp. Code Section 314.049
Enforcement of Assessment

An assessment may be enforced by:

(1)

suit brought by the municipality for the benefit of a holder and owner of an assessment or a certificate issued on the assessment;

(2)

suit brought by a holder and owner of an assessment or a certificate issued on the assessment; or

(3)

sale of the assessed property in the same manner as nearly as possible as the sale of real property for municipal taxes.
