Tex. Spec. Dist. Local Laws Code Section 9019.103
Powers Relating to Waterworks or Sanitary Sewer System

The district may:

(1)

purchase, construct, or otherwise acquire a waterworks or sanitary sewer system;

(2)

own and operate a system described by Subdivision (1); and

(3)

construct an addition, extension, or improvement to a system described by Subdivision (1).
