Tex. Spec. Dist. Local Laws Code Section 8887.003
Finding of Benefit

(a)

All land and other property in the district benefit from the:

(1)

creation of the district;

(2)

carrying out of the purposes for which the district was created; and

(3)

acquisition and construction of improvements to carry out those purposes.

(b)

The district is necessary to carry out the purposes of Section 59, Article XVI, Texas Constitution.
