Tex. Spec. Dist. Local Laws Code Section 8440.101
General Powers and Duties

(a)

The district has the rights, powers, privileges, functions, and duties:

(1)

provided by general law applicable to a municipal utility district created under Section 59, Article XVI, Texas Constitution, including Chapters 49 (Provisions Applicable to All Districts), 50 (Provisions Generally Applicable to Districts), and 54 (Municipal Utility Districts), Water Code;

(2)

relating to a road district or road utility district created under Section 52, Article III, Texas Constitution; and

(3)

relating to the provision of potable and nonpotable water to the residents and businesses of Travis and Hays Counties, including the construction, acquisition, operation, and maintenance of a supply and distribution facility or system.

(b)

Notwithstanding Subsection (a), the district may not construct, acquire, operate, or maintain a toll road.
