Limitation on Groundwater Use

In providing water services to users in the district, the district may not, except in emergency situations:

(1)

develop groundwater on land owned by the district for use as a potable water source; or

(2)

purchase or lease the rights to groundwater underlying land inside the district for use as a potable water source.
