Tex. Spec. Dist. Local Laws Code Section 6907.052
Qualifications

To be qualified to serve as a director, a person must be:

(1)

at least 18 years of age;

(2)

a resident of this state; and

(3)

an owner of land subject to taxation in the district or a qualified voter of the district.
