Tex. Spec. Dist. Local Laws Code Section 5201.003
Legislative Findings

The legislature finds that all land and other property in the district will benefit from:

(1)

the creation of the district; and

(2)

the construction, acquisition, and maintenance of the improvements and facilities authorized by this chapter.
