Competitive Bidding

(a)

Except as provided by Subsection (b), Section 375.221 (Applicability of Water Districts Law to Competitive Bidding on Certain Contracts), Local Government Code, applies to the district.

(b)

Section 375.221 (Applicability of Water Districts Law to Competitive Bidding on Certain Contracts), Local Government Code, does not apply to a contract between the district and:

(1)

another governmental entity;

(2)

a nonprofit corporation, including a scientific research corporation; or

(3)

a corporation created under the Development Corporation Act (Subtitle C1, Title 12, Local Government Code).
