Tex. Parks & Wild. Code Section 64.011
Eagle

No person may hunt, trap, or kill a golden eagle or Mexican brown eagle without first having obtained a permit from the department as provided by Subchapter H, Chapter 43 (Special Licenses and Permits), of this code.
