Tex. Nat. Resources Code Section 87.014
Inspection of Records; Reports

In addition to authority given by existing law, the commission or its agents may:

(1)

inspect the books and records of any person who is affected by the provisions of this chapter; and

(2)

require sworn reports to be filed from time to time as the commission finds necessary.
