Tex. Labor Code Section 61.004
Payment of Certain Fees for Service of Process

Notwithstanding Chapter 152 (Amount of Compensation, Expenses, and Allowances of County Officers and Employees) or 154 (Compensation of District, County, and Precinct Officers on Salary Basis), Local Government Code, or any other law of this state, the fees assessed by a sheriff or constable for service of a subpoena under Section 61.002 (Commission Duties) shall be paid by the commission out of the administrative funds of the commission, and the comptroller shall issue warrants for those fees as directed by the commission.
