Plan of Operation


(a)

The procedures to administer the stamping office are established by a plan of operation approved by the commissioner. The plan of operation establishes the terms of the members of the board of directors of the office.

(b)

The stamping office shall submit any amendment to the plan of operation to the commissioner. An amendment to the plan of operation is effective on approval by commissioner order.

(c)

If the stamping office fails to submit a suitable amendment to the plan of operation, the commissioner may, after notice and hearing, adopt:

(1)

an amendment to the plan of operation; and

(2)

any rules necessary or advisable to implement this subchapter.

(d)

A rule adopted under Subsection (c) continues until:

(1)

modified by the commissioner; or

(2)

superseded by an amendment to the plan of operation submitted by the stamping office and approved by the commissioner.
