Tex. Ins. Code Section 861.155
Interference with Conduct of Business Prohibited; Exceptions


A person, including the department and the commissioner, may not restrain or interfere with the conduct of business of a general casualty company, except in:

(1)

a revocation of the company’s certificate of authority and appointment of a receiver under Section 861.701 (Revocation of Certificate);

(2)

an action by a judgment creditor; or

(3)

a proceeding supplementary to execution.
