Tex. Ins. Code Section 441.005
Rules; Authority for Administrative Action

(a)

The commissioner may:

(1)

adopt reasonable rules as necessary to implement and supplement this chapter and the purposes of this chapter; and

(2)

take any administrative action required by the findings of Section 441.001 (Findings and Purpose).

(b)

The authority granted by this section may be inferred from the context of this chapter.
