Tex. Health & Safety Code Section 579.103
Qualifications for Office

(a)

To be eligible to serve as a director, a person must be a resident or an officer of the hospital district that appoints the person under Section 579.101 (Board of Directors; Terms; Vacancy).

(b)

An employee of the district may not serve as a director.
